Apparently seals hang around there (along with tons of seagulls) hoping for fish to fall off the fishing boats when they unload. Here's one just waiting for a boat to come in:

Sometimes, in the sun, it was very nice and warm. Other times, in the wind... the patootie was a cute little icicle.
